1. Problem Definition

For operating plants, we prefer not to interrupt the plant while it is running. However, we need access to some equipment to do repair, cleaning; overhauling …etc. That is possible only in case of turnarounds or shutdowns. Therefore, it is very important to prioritize work based on technical criteria and not only on the planners’ opinion and experience. For many work companies, there are no systematic tools or data to choose correct work prioritization among some possible alternatives.

2. Identify the Feasible Alternatives

Some main criteria to prioritize jobs and tasks are:
1.Compliance with local regulations regards safety, health & environment.
2.Production enhancement per unit feed
3.Cost reduction per unit product

Along the above criteria, there are some available technical techniques which can be used for work prioritization such as Eisenhower Matrix, which is referred to as Urgent/Important Matrix. It is illustrated in the figure below [1]

Another technique for work prioritization is using full analytical criteria matrices by Thomas , which is illustrated as figure below [2]

3. Development of the Outcome for Alternative

There are 3 tasks which are to be done by single team. Hence, prioritization is essential. The tasks are:
1.NOx is higher than limits by local authorities. Burners are to be fixed/replaced/cleaned.
2.Minor leak in a high pressure steam line.
3.Installation of small chiller to enhance recovery of liquid product from recycled gases.

4. Selection of Criteria

UNRGENT/IMPORTANT matrix is used for work prioritization. The criteria for importance and urgency are:
1.Compliance with local regulations regards safety, health & environment.
2.Production enhancement per unit feed
3.Cost reduction per unit product

5. Analysis and Comparison of the Alternative.

The comparison is summarized as in table 1.

6. Selection of the Preferred Alternative.

The preferred alternatives are:
1.NOx problem rectification as it is environment, health & safety issue.
2.High pressure steam pipeline leak as it is safety issue.

The alternatives are equally important and urgent.

7. Performance Monitoring and the Post Evaluation of Result.

It is important to re-assess and monitor the result of data after 6 month with another criteria option to give accuracy decision [3]
